Something I think people miss about zatsu is that its meant as a means to connect to a streamer you're already watching for other reasons. Almost nobody is going to tune in just to see the guy talking to an empty room. Corpos do them regularly, often on members only streams, because it lets the streamer and audience set aside distracting content and just do Q&A. Zatsu /cultivates/ the content and community. Only rarely is it the content itself. Even your /lig/s that are primarily known for their reaction or zatsu content don't generally do it as their only or even their main content.

Anime can get away with the low framerate due to smear frames, both 2D and 3D vtuber models don't do smear frames so a low framerate will look choppy (CGI in anime tends to look like shit for this reason), most of the time you're also streaming a videogame and videogames at 24 just look wrong to most people.
