Some of them were in the past, though some also do eventually go indie after a while like Lulu. I suppose you can argue why join if they're comfortable where they are, but for some talents they join at various points in history where Nijisanji wasn't huge and there was little if possibly nothing to gain. Its more like the two mutually help each other in growing.
Granted, after a while it becomes a debate on whether new talents should join Nijisanji, there's like a 50-50 chance on whether you'll be better or worse off than before. Some of the new JPs are doing great, but the ENs not so much.
