Realistically they're tied to Makuhari Messe as long as they want the expo and concert on the same day within walking distance. Tokyo Dome would have to be stand alone as the only exhibition venue on site is only 2000 people capacity. The only comparable venue to Makuhari Messe is Tokyo Big Sight, which doesn't have the concert venue.
In conclusion, a dome will only happen as a separate event, possibly a one-off. Makuhari Messe is as big as they can get in Japan if tied to an exhibition.
