You've seen the scale of Aicon and I can guarantee you that it's more of a bad apple rather then the general approach. Scale really does matter. I haven't seen chuuba stuff at Xmascon, Aishiteru, Yukikon and all the stuff that you CAN see is going to be rather small ruins your perspective.
Pyrkon, Animatsuri, Hikari, both Magnificons - all had chuuba cosplays, some even had non-holos and non-nijis like Natori fucking Sana, artists had some stuff with Myth too. Animatsuri had fairly big western indies like Leaflit and Nina Saotome as guests and it was very enjoyable, even with all the jank. That and Pyrkon were also the only cons where the number of chuuba cosplayers was a double-digit one. The number of vtuber-related attractions seems to have decreased, idk why though.

Europe is a non-starter. The talent would have to stream in English for the most part because a lot of languages are widely enough spoken to be viable to large audiences; like, we're never going to get a major talent who primarily speaks Greek or Italian or Polish or Dutch (etc.), those languages just don't have enough reach. If you're going to stream in English you don't need to prioritize high-cost-of-living Europeans.

If you want to stream in a continental European language, the "big" languages of Europe are French, Spanish, and German. I'll throw a bone to Portugal too because Brazil is a big enough audience to have Portuguese punch above its weight.

The problem with each of those:

I feel like many posters here get the wrong idea of what europeans are actually asking for...
They think we are expecting individual vtubers from every country, wearing EU flags left, right and center, speaking in bogus tongues like Icelandic or Estonian and every every obscure european language. When really what most are seeking is for a big corpo like Cover to throw them a bone for once and give them a few euro vtubers who they can also enjoy and take pride in. Just a few Vtubers to watch at acceptable times, so they don't have to stay awake until 1am-3am to catch a prevelent english speaking member of a big corpo to start streaming. For example, Cover's only european representative that falls under this category is Takanashi Kiara, and even she was favored because she was still living in Japan at the time of the audition. Being european was basically a non-factor.

I'm kinda interested in how Kiara will do with more people competing for her timeslot. Other fag KFP sit there and tell me that she doesn't do NA primetime ever because she's fighting between multiple other EN Holos and that she's 'established' herself for the earlier timeslot. From an egoistic point of view, the corpos don't need your money because you as a unit don't make enough of a difference + you're nothing more than a source of income. They won't suddenly pander to you just because you start donating a country's worth of GDP. You've never been the target audience and never will.
From a corporate point of view, though, it's rejecting a potential market - they're not even trying, they're just going with a safer bet, which is Americans/Canadians having half the population of Europe but, unlike Europe, have a similar culture and life standard. Tipping is never seen as mandatory where I live and I haven't seen it in the 6 european countries i've been to. You tip if you've enjoyed the experience, not "because you know they need it" or "because the culture wants you to".
I guess I could say that despite having numerous european big names on the 3dpd streaming toplist it's never about them being primarily european, it's a combination of them being good and a timeslot fit for both NA and EU. NA is split between two or three main timezones, while Europe can technically have one, as it's no more than 2 hours of difference either way, 3 if you count european Russia, the Caucasus and Turkey.
TL;DR You need to become another Indonesia, whose miracle is still unexplained, in order for corpos to start giving a fuck about you - we have England, France, Germany, Spain, Russia and Poland with fairly big weeb populations, yet most corpos ignore it anyway. Nijisanji's Luxiem and Hololive's Kiara was the best we got so far. That Phase pasta cunny is the opposite of my content, same for Shondo or Saruei and the likes of Nina or Lumi still prefer NA audiences. And here's another problem - You get maybe 1 Euro chuuba for 20 NA ones.
