I know zero moonrune or moonspeak but seems like the channel is run by a gaming magazine company called Famitsu that went to making web content. The video is them giving out awards for various subjects and game categories. Aqua had done her own voice acting for a VN dating sim back in 2022 developed by Entergram, I think it was available on Switch and PS4. In the video she won best voice actor. She sent them a video saying she's happy for the nomination and her thoughts/feelings about the experience of making the game and winning the online award.

why did they record with her old model? or am I off my meds?

I think the idea is that the "actor" award is more for "guest celebrity" kind of thing, considering her opponents were Gackt and a comedian. A way to recognize the people who would never have a real chance against career seiyuus.

Yeah, what Aqua won was actually the "Best Actor" category, the segment right after is "Best Voice Actor".
The difference between the two seems to be that Actor involves acting with your own appearance in addition to just your voice. For example, the other two final nominees in the category:

What's funny is that the leftmost judge Noda was producer(?) for the video game that Nobu appears in, which is why he was excited for this category and sad that Nobu didn't win.

They have a best vtuber award, which like the other anon said Salami won. It's different from what Aqua was considered for because Best Vtuber is just for existing as a vtuber, ostensibly one that streams video games, while Aqua was actually in the video game herself.
Apparently the organizers considered Aqua's work to be more than just voice acting because it was a game about herself, so she got put into a different category, it's not all that hard to understand.
