HoloEN wasn't invited because the people running the place and winning the awards are the ones that tried to force their way into the HoloEN bubble and change it in their perceived image. They got mostly ignored so they're ignoring them as well out of spite.
The other reason why no other bigger vtuber or even youtube content creator got a nomiation is because while it says "vote to win" they go out of their way to rig it in their favor by making sure not to link the voting site or advertise it anywhere but their own channels and places their specific fan congregates.
