I think the bigger problem is that there's a clear numbers requirement, and that self-selects towards undesirable people.
Not that more numbers are bad, but there's a specific type of person that both has numbers and wants to join a vtubing agency with a viewership floor at Nijisanji's level. You have to have high numbers but low revenue.

That population of content creators is predominantly people who get high traffic and either low retention or no monetization. This is mostly leeches who don't have tangible talents but are really good at social engineering. People who make content in legal greyzones like emulated or derivative content that they can't do as a corporate talent. People who make content in ethical greyzones like drama or fringe stuff which is a risk to the company. Even people who might have a good personality and good content but aren't consistent enough to maintain viewers which become bad hires because the problems that caused them not to work hard independently don't magically vanish in a company.

It's another story if they get good subs, good views, and good money but at that point applying for the company becomes a gamble since they can't just retain their numbers, they probably have to more than double what they were doing before in order to not lose out.

The hiring strategy is rigged to produce problems.

It's funny, when an artist approaches a big publisher (eg Shueisha which run Shonen Jump etc), they meet with an Editor to pitch their idea for a manga (usually starting with the perceived 'weakest' idea).
Then, if one of the ideas stands out to the Editor as being interesting and commercially viable enough, it can get serialized. An Editor (not necessarily the one they pitched to) is then assigned to the Mangaka to help steer the production in ways that benefit the publisher.

VTubers have management, but the majority of tasks I seem to see from the management are either "Make Talent avoid Yabs" or "Tell Talent 'No this isn't allowed, don't do this' because the Talent requires a Babysitter".

If Management of any of the companies was capable, they'd address the shortcomings of the Talent and put in effort and time to help nurture the Talent to become a better VTuber.

The problem is that it can come across as being controlling and domineering, especially for the newly-joined indies. Holo is being criticized alot of times for not letting its talents go loose, even though it might be for good reason. For example, Suisei got interfered when she wanted to do a First Take parody.

But in the end, its all a matter of how much stakes a company have in the talent. The more stakes they have, the more they have the rights to interfere, but also the more responsibilities they share. Vshojo is an extreme example but they don’t have any stakes for their members (no SC/subs cut, talent managed their own career, etc) so the management are also shielded from any responsibility when their talents got yab.

Hololive gives radio silent health breaks to talents while Nijisanji gives radio silent vacations to livers. Both companies mostly use the Japanese idol industry method of private suspension to place the blame on the talent to protect the corporate reputation. Whether Sana, Laplus, or Zaion there is little reason why a vtuber would go radio silent for months unless management was angry with them.

We only found out what happened with Zaion because they eventually decided to fire her. If they had only decided on a suspension or a delayed graduation than Zaion would have returned with some explanation for why she needed a sudden 2 month vacation.

JP tubers have shown the way, and we're just getting started to the ways vtubing can be commercialized.
