It's 100% this. She's been all but fired, but Nijisanji won't want to publicly terminate two people in less than 6 months because it'll make their talent acquisition and general management look incompetent. Which it is.
Even if they brought her back now, her growth would be completely shafted, even if only by the algorithim dropping her, and NijiEN historically does not push talents, especially female talents.

What's more is that this has ramifications on future waves and the branch as a whole. Indies already know they can get by without kneeling to a company structure, so you already have a lot of good talent pulling out of application pools and turning down scouts to stay indie. Then on top of that, you have NijiEN doing Actual Black Company behavior like this nosense. Corporate America has trained people to avoid that shit like the plague. So you have an already-dwindling access to good fresh talent, and then you scare off a huge chunk of THAT shrinking talent pool. All that's going to be left are the desperate and the dregs. That last bit doesn't just affect Niji, though. Why do you think Hololive isn't putting out EN3? Because most people that would do well are doing better as indies, and Cover probably can't find people they're satisfied with in the current application pool due to it drying up. The current state of HoloEN probably does not help.
