You could be right; I find it more probable that she was on the fence about quitting for a while, but was still hopeful that she wanted to keep doing so. She literally came into the year saying that she was excited for and planned to continue as a VTuber for years. She goes on a break to recoup from doing it for so long, comes back, and is immediately bullied off the internet for wanting to play a game.

Then she takes another break and tells everyone she's definitely quitting. VOMS already knew she was on the fence and acted quickly to save face.

There are so many things that don't make sense if she was already planning on quitting by this point, even by Gyari's post.
