Just start doing sketches and doodles to get an idea what level you're at. From there, you can start choosing artists and styles that you like that aren't too complicated and start practicing emulating them to develop your abilities. As you get better, you can start practicing more difficult techniques and start developing your own style.
This doesn't happen overnight, so don't get discouraged if everything you make looks like dogshit.
The nice thing is that even if you're not good, your stuff is appreciated here regardless of skill level.

doodle a bit just to start. try looking at one of the simpler drawings from the booru and copying it by sight. doing stuff like that is one of the most basic ways to improve - you need to be able to draw what you see (look up a video on symbol drawing on youtube, there are probably thousands), you need to be able to move your hand and tools the way you want to. to get comfortable moving your hands and tools, you have to do that a lot.

then we have specific studying reps.

my recommendation to start with is "fun with a pencil" by andrew loomis. doing stuff from that book (do exercises more than once) will move you forward a lot. i think the first 1/2 or 1/3 of the book is excellent for beginners (before it moves to more 'realistic' drawings).

sit down and grind if you can, but you have to keep your imagination and love for drawing alive to keep at it. /pyon/ will help with that - we love to see kiki stuff being made as a show of love/admiration for her, regardless of skill level. i'd ask you to try not to spam the thread with low-effort stuff or pages of reps, but i'm not the thread police.

above all, remember WHY you want to draw. if you start burning out, stop, or recharge your kikium to get more motivation if that helps. there are better things to do with your life than grind out reps. please don't forget to have fun.

also i was going to point you to the st/ic/ky but someone else already did.

there are infinite resources dedicated to teaching people how to draw, paint, etc in every possible media. it's up to you to do as much work as you want to do.
