It's hard to know if they'll be banned until it happens or not. But you have to realize that it's a function of reports and particularly of false reports. If a channel gets thousands of false reports due to trolls, it's harder for the legitimate ones to get picked up, and if legitimate reports aren't being picked up, it can be difficult for the human moderation team to pick up on it.
