If you want to make a short vtuber game, javascript is the best solution.
It's easy to use and the result can be directly played on browser or exported to desktop/mobile app. Some good games were made with it, like holotyping and chikutaku (ame's official game)

Yeah, that's a very apt comparison, actually. Unless you have the money to actually hire a reputed programming contractor (which might interfere with your "based" criteria, and would run you tens of thousands of dollars), your "just throw money at it" approach is very likely to either: never be completed, but one guy got richer from it, or in the very best case it'll have barely anything of your vision in it as your partner will just take your ideaguying and roll his own thing loosely based on it.
If you want the game to actually be your creation, you have to put your hands in it in some manner that makes you a member of the team, instead of just a visionary. You only get to be a visionary once you've already made it.
I mean, you might also find a unicorn that will take a poverty salary and generously express your vision perfectly. But speaking from experience, unicorns are very hard to find.

If you have the skills then developing your own engine will make creating games tailored to your niche needs easier and with less headaches. I actually really enjoyed all the boss bullet patterns besides the first 'spellcard' one because the graphics made the bullets warp around and it made it hard to discern the hitboxes and it is the only time in the game I died. I did not understand how the reversing cube bullets in the last 'spellcard' were supposed to hinder you until I watched your webm after finishing the game. I just slowly strafed from one side to the other. They did look pretty.

The boss not giving out power pickups meant that you should use your bombs on the stage enemies to maximize power as the boss can easily be fought without any bomb usage. Especially because the power pickup range is so small that it looks like you need to overlap the character with the pickup graphics to actually collect them. This made the bombs being given out by the boss kind of useless. But maybe that is just me.

Overall an enjoyable few minutes. I would play additional stages if you actually felt like making more.

I made some decent progress on stream tonight.

At the begining of the stream the level up screen was just unresponsive text labels on an otherwise invisible 'button'

Now it has prettier graphics inspired by the left side bar on twitch, and an explicit focus to give player feedback on mouse over.
