I'll give you Ame, based soley on how HoloEN as a whole exploded in popularity. Polka and Nene however still had to work for it, and if anything they had to work harder given that EoP's abandoned JP in droves for Myth, which was less than a month after their debut. If they "rode off Hololives success", then Council and Holox should have had the same success, but no one in Council will beat out Polka at least, most won't beat Nene, and only Chloe and Koyori are projected to beat out either of them (though La+ could if she actually streamed)

Mel and Aki are always dying, Matsuri is either spamming crap or yabbing, Haachama is always busy, Fubuki is the most consistent one and also the most successful one.
You can point to other chuubas like Marine as part of the "no delivery" gang, but she was already Holo's top dog before entering her no stream arc. She wouldn't get there if she started close to debut.
No hate at all, they're my favorite hololive gen, and Aki is my number one, but I can't say it surprises me that they're not as popular.
