No, that actually makes sense. Assuming that Japan's population is shrinking, they would continuously have an oversupply of infrastructure that they would need lease out at any cost. This place would probably have enough electrical power available to it that they could easily convert it to a studio with little overhead.

It's basically the same adaptive-reuse scheme that a lot of mill-to-loft conversions have gone through in the past couple of decades.
