Are you one of those Holo only watchers or something? There's tons of variety out there. Anime's just the most popular one because it's an appealing style that's easy for most viewers to get into. But there's indies out there like PumpkinPotion with a full-on black and white model emulating old cartoons. One of the Holostars had a very Western comic-styled model in his PL, Captain Crabs looks more like clipart of a crab than a vtuber model, AjonDC is a claymation styled model and hell even Pikamee has an artstyle that, while still anime, isn't the same traditional kind that 90% of vtubers employ.

As someone who actually watched the video, apparently unlike everyone else in this thread, this has nothing whatsoever with being "western style", and exists simply to try to bridge the gap between pure PNG and proper motion. You can still very easily use it for anime-style if you wanted, you just have to animate lip flaps and a couple of pose transitions.

However, because theatrical shorts were becoming less relevant television quickly became the only viable medium for short form animation for decades.
Of course, it's no different in Japan, and Japanese anime from the 60s and 70s was noticeably low quality. In fact anime of the era was noticeably lower quality than western cartoons.
