In the case of doujins it is a blatant illegal thing but its accepted as a courtesy. That’s not true, in the west you wouldn’t get copyrighted for nearly the same stuff as in japan. You can’t honestly claim it’s just the same when it clearly is not. Many companies in the west have been shut down on copyright infringement requests after evaluation that it does indeed fall under fair use. Japan seems to literally not care about fair use. What they instead do is just tolerate fan artists unofficially.
A real good example is when Henry stickman was the game of the month in hololive, the jp mems were so scared that this falls under copyright infringement just because they’re PARODYING video game and other characters and concepts.
