Only people who either played themselves or are more in tune with this kind of thing can come in and elucidate the meaning. It shouldn't be unclear.
They could keep the male/female initial option but let you turn your character into whatever through the customization options, like how there are no gender exclusive hair types in Bloodborne or whatever, but they're going out of their way to deny reality, resulting in confusing information.

The thing is that they're doing it precisely to pretend gender doesn't exist, or at least that it doesn't define anything about you. It's intentionally nebulous.
When presented with a choice between 魔女 and 魔法使い, after creating their obviously female character and choosing the female voice, the Japanese streamer isn't assuming "well, one is witch, so the other is probably male, despite it not making sense in japanese", they're thinking "what is the difference between witch and magic user? Is it a different class? Is magic user better?", because, in their minds, they've already chosen their gender at least twice at this point. But western games like to pretend a woman who looks like a woman and has the voice of a woman could very well be a manly man.

Couple more things for context, if you're creating a male character, then it gets less confusing, because a male character would not call themselves a witch, which, in Japanese, means "magic woman", the 女(onna) in 魔女(majo) straight up means woman. So they're not even avoiding mentioning "female" by doing this. It does not translate.
They can try to bend the rules and say "who says you have to be a woman to be a witch?" in English, but in japanese you're quite literally saying you're a woman.

But the main use of pronouns in English is to shorten a sentence and use context, in Japanese they just drop the noun altogether and it's entirely contextual.
I.e.

I've read the official translations in my native language around the same time and I remember the warlock/witch being just the same word with a different suffix (for a male and female "magic happener" if I were to translate it directly) and I don't think it was soulless. Or maybe I just didn't think about it so hard and I didn't really know what the English version looked like, hell, I was a kid, I even read the fan translation of the Deadly Hallows when it came out since I didn't know English back then as well as I do now. Also, English and Japanese are my second and third language and even I consider the 魔女/魔法使い a little confusing (and, since I consume a lot of autistic content, 魔法使い in the works I read are usually female anyway).
