What I have been doing is around 22-25 images and separating them into groups (30% full body, 10% upper and rest head), tag them with auto tagger, if you want the outfit make sure the full body images mostly consist of that one outfit (try to put another outfit, I think it helps with flexibility),and make sure the outfit is properly tagged.
I made quite a few like this and they seem to work pretty well.

Just for the one folder. Basically any general dataset for a character should have that, helps with flexibility, I think. If you only have only heads, I feel it's really hard to get fully body pics and always defaults to upper body ones (at least for me when I was doing it).

This probably isn't new to anyone but inpainting by just opening the image in GIMP and drawing in colors/a general idea of what's desired and then passing it through img2img is a way better process than using the native inpaint tool. You go from pulling gacha hoping the AI will finally understand what you want to generate under the mask to sketching a bra or scribbling over an extra finger and instantly having it spit out what you wanted.

no, there's nothing particular that I do, usually just twiddling with the pixel size and generally trying to go for less of a focus on the character, I.E. adding in landscape and details for a larger surrounding areas, just cause they seem to come out really nice with the pixelization

If you sort them into different subfolders instead of just dropping them all in the same place, and then on the settings tab choose to sort by "path name" they will be sorted in the lora selection dropdown. They're still all in the same dropdown so it's not really that much more organized but I used it to have my characters / styles / concepts in 3 bunches instead of just all mixed together
