Only HoloEN has plateaued/reclined, the JP or ID branch numbers are still growing (for the top talents) or at least stable (for the rest) since EN debuted . But to be "fair", the numbers of EN's first explosive lightning-in-a-bottle burst on to the scene in late 2020 were always gonna be overstated in the beginning (for a variety of reasons that no longer apply: lockdown buff, vtuber novelty, first-mover-advantage, only-game-in-town, etc) and unsustainable in the long run.

What IS however their fault is that they didn't capitalize on their early momentum and squandered their absolute EN market dominance for complacency etc. and we can only argue how much of the blame is the fault of the company and management (not properly supporting their EN branch, often more a hindrance than a help, not building on the hype, and not fucking releasing a new female gen for so long instead of sitting on their asses and shoving homos down the throats that no one of the original fanbase even wants) and how much of the blame is the fault of the girls themselves, with too many of them just coasting, collecting passive income, no delivery, being bitches and whores, etc. It's a mix of both.

But as for them actually "dying", in the sense of becoming irrelevant, no, they still have a massive fanbase and a majority of the mindshare in the EN vtuber sphere. It's not as dominant and not growing as much as in the beginning (which is to be expected, see above), but it still won't "die" tommorrow or whatever, if anything it can still lurch on for a long while on institutional inertia and residual popularity before it truly fades, but yes, the feeling of hype and excitement around the branch is generally rather down (because what the hell is there even left to be excited for? No events to build hype, too many talents feel like they just go through the motions, if they do anything at all, and the fanbase is rather demoralized because there's so much doubt and dread what the future will bring, probably just another homo batch lol)

If EN3 debuts tomorrow and it’s a flop, you can say than hololive EN is dying. But I’m ready to bet that if EN3 dropped right now it would be hyped again and be a more successful gen that whatever Tempus or NijiEN is doing right now.

Also half the girls are stupid and tanked the branch which also means that Female streamers as a whole took a hit. Niji is getting 3D for all their members, tons of sponsorships and monetization options like Voicepacks. They also incentivize streaming and interacting with fans so they earn a lot of money despite their lower audience.

If HoloEN made some reforms, they could smash Niji like an insect. There is clearly some management issues at the root of this. Unfortunately the talents are getting all the blame.

Most good streamers only last a couple of years. Viewers tend to watch less and less of the same content no matter the type of content.
This is usually more visible with RL streamers, ie, a single game streamer will move to other games from time to time. Then will do more RL stuff like cooking or just taking a walk in another country to gather a few new views via discovery in that field.
Managed Vtubers lose the RL spontanous potential, who the fuck wants IRL? as well as most of the react due to Corp. rules.
In the end viewers like me,pick one or two and drop the others, there''s only so much of my time I can spend watching them as well as RL streamers.

I have pretty much stopped watching Hololive at this point. After the Mori, Ame, and Kronii stuff then all the Homo collabs I just gave up on them.

I don't think Hololive is dying, Cover however is definitely falling back into old habits. By that I mean not really going in any one direction or doing anything until someone else in the industry does, in which case they become proactive and reorient to copy/iterate on it. Domestically they've found their footing and can get carried by their roster, but the early years were rough and now it's EN's turn to go through it.
