For sure, but complexity is the attraction of a simulation game. 10% is event quite lenient for a simulation. You don't even have to deal with people blindly running across the street or against red light, or road rage.
If not for the 10% you might as well play some Facebook game or an art focused game like Townscape.

Sim City 2013 and Cities Skylines have the same scale issues. All of the infrastructure requirements are vastly inflated for the population numbers. Traffic is especially bad where a city of tens of thousands needs the road network of a metropolis of millions to avoid congestion. Being able to tear down whole swathes of the city and have it rebuilt with multi-storey office towers and apartment blocks in minutes, and having buzzing urban cores right next to vast expanses of empty undeveloped land is absurd. The less said of of the budget being measured by the fucking HOUR the better.

Sim City 4 was the last good city builder.
