When introducing a new character that (You) in the story already know, is it best to write a short explaination paragraph outlining who they are and how they're connected? Or do you reveal that over time through dialogue?
I feel like with the latter you could be leaving the reader in the dark for too long, but I guess the former could be seen as "telling not showing" and might seem like an exposition dump. I've seen actual authors do both, though the former option seems more common. What do you guys think?

Honestly fanfiction has an advantage here, you can just give their name and do that slow gradual reveal of the relationship while you can trust that the reader already knows the character.
Now obviously you still need to give them an introduction in narration but you can run with more showing than telling here since it's fanfiction.

It depends on the context and ultimately the preferences of the audience - I'm fine with inserting the beginning of a Wikipedia article sometimes instead of forcing things into the dialogue.

Not bad. The overly-long light novel title got a chuckle out of me. Things seemed a bit rushed though, like the narration was sprinting from one scene to the next. Granted, Anon was basically in a constant state of panic for the entire chapter, but in the future I think it'd be a good idea to slow down a little.
Also, a formatting note: there were times when you put the comma after the quotation marks instead of before (“Thank you, Fubuki”,) or included an unnecessary comma after an exclamation point or a question mark (“I told you to stop calling me that already!”,).

Formatting wise, it might be personal preference but I like to separate the thoughts of (You) on a new line from the dialogue from someone else in question that prompted the thoughts. while I'm still a fan of the premise of the story, the problems from earlier chapters seem to only solidify. I'm particularly talking about the rather sudden decision of Botan and Anon getting together with rather wonky reasoning. That may be one of the reasons why the supposedly emotional scenes with Botan don't evoke anything in me. It honestly makes Lamy seem the more reasonable between the three although she changes from "voice of reason" to "jealous rival" rather suddenly.
Concerning the prose, I'd call it rough around the edges. It's not quite clear who which line of dialogue belongs to at multiple points and the conversations appear a bit... weird? Almost the-room-esque. Like this,

I have two ideas. The first is pretty the one you explained.
The second idea is about being one of the assassins sent to take her life but eventually turning to her side to help her out. That's alright, it was what I was aiming for. With each group Anon faces he could have to employ different techniques to beat them on “their terms”. Like in the beginning he would only have to beat people in a regular canyon run, but another group might require him to pick up drifting, or maybe a daredevil group prefers to race in the city where his reflexes and skill in avoiding traffic will be tested.
Add some drama, maybe slot in a girl that tries to win over Anon’s affection. Then she gets kidnapped and Anon has to chase her kidnapper through the snow.
Have Anon continue adding new upgrades and mods to his car, and show how those changes affect his races.
There’s a lot of other subplots you could add as intermissions, it doesn’t have to instantly go from one race to another.
