On Holo or Niji's software, it's done by professionals or contractors that receive full pay. And the cost is spread between merely dozens of talents. It is drastically more expensive for them to perform software upgrades, which is why not just facial tracking -- but even basic things like tricking props to avatars hasn't caught up with indie tubers who are years ahead.
