Not him, but GIMP is an editing program, not a drawing one. It also has a lot less options than Photoshop, so you gotta get creative if you wanna do the same shit.
On the plus side, it's free, it's light and there's a lot of tutorials for it. It's the only way I was able to do my model before importing it to Live2d because my computer with 4gb ram refuse to cooperate with any other editing programs.

That reminds me, Live2d is free. You can use the free version that limits the canvas size (which might not be an issue if you're not doing a big rig), and you can always use the free 40 days trial of Live2d pro if your model has too many parts for the free version canvas. Just be sure to know how to use the program at that point, since you'll be against the clock at that point.
Or if you need more time, you can always delete it and redownload it for another 40 days of premium trial.

I think the ideal method to make this look as least horrifying as possible (and without cobbling together a ton of hand made animations) is tracking your face to a 3d model instead and run it through a realtime rendering pipeline that downscales, aliases, quantizes, dithers etc. everything down to something like pic related. Wish I had a better example on hand than this pokemon stuff here cause I've seen some anime MVs do that same sort of technique. I just can't for the life of me find it anywhere anymore.

Mine was a techpriest from Warhammer 40k. One idea was that instead of facial animations (since most of the face would be obscured by a hood and tech implants) mood would be conveyed through eye augment light color changes (things like red for mad, yellow for afraid) and aperture slides shifting on the situation. I just had a genius idea for budget Vtubing:
what if instead of using facial tracking technology, you were to just puppeteer and actual, physical cardboard cutout of your character?
You could then wear one of those green screen suit combined with a regular greens screen to simply key yourself out to be complete invisible .
the various facial features could be controlled by physical sliding and rotation them along joint and tracks, the mouth could be changed by rotation a multi-sided cylinder with various mouths painted on each side and the limb can simply posed with rotating hinges.
You'd be surprised how expressive you can get with just some simple movements.
It's basically just an analog version of what the software does.

You don't really need to be able to use a pen or pencil - you can learn to draw with anchor points and curves in photoshop or illustrator or what not. You don't need to develop muscle memory or have a steady hand for that, beyond that which is generally required to use a mouse.

Most pen tool tutorials you'll find are actually for Illustrator, but you can port back and forth, and they do work basically the same way, save that in Illustrator, everything is scalable vectors, instead of rasterized pixels.

Suffice to say, tons of free tutorials, on Youtube and beyond, both step by step and video. Might just be best to hunt around until you find a voice/duration/format you can tolerate.
