Collab ban is to make sure they can grow and form a stable fanbase as the vtuber gets their footing. Collabing with others who are already establish can horribly backfire as with the case when Selen was in the watchalong for Wave 3 debuts for NijiEN, she ended up catching most of the new viewers because of how better she was and how she mocked their mistakes while the girls weren't performing as good as the first 2 waves.
