Dodge & burn is useful to accentuate contrast.
Using it for pixel art, you end up with a lot of similar and low contrasting colors and you're just expanding your color palette artificially and it gives this blurry effect.
It can be useful to create your initial sketch. For pixel art, you'd likely want to blend the similar colors together in the end. It looks better when you zoom in.
At this size of pixel art, I personally think that 3 shades max for each color is perfect.

Yeah, I'm not very artistically inclined, but I was actually surprised when my labors yielded something that I found somewhat cute and acceptable. I had some ideas for game dev projects recently, but recruiting people for a project is rough even with money. Figured I'd suck it up and make something dirty but workable. Though, I'm all for becoming better at it and being able to produce it quicker. I've learned a lot in the last few days already looking at where I started and where experimenting as gotten me.

Is that your work? What size canvas is that? I've been using 256x256 but probably barely if even using more than half in either direction.

It's not mine. This is Yurver's (pixiv uid 53518977).
Sora is roughly 100x150 here.
If it's part of a set where consistency is important, fix a canvas size (big enough to work comfortably) for all the characters and place guidelines to stay consistent with the height/width difference of your characters.
Good luck with your project. You're already practicing so you're on the right path.
If you want to improve your workflow I recommend looking at pixel art time-lapse from multiple artists. You might find interesting techniques that work for you.
