The alternative, if it's somebody who plans to continue vtubing, is that you're following the chuuba, they graduate, and then suddenly they're another chuuba, which from a viewer's perspective is the exact same thing with an extra step. It carries no real benefits for the chuuba (at least that I can think of) and only runs the risk of them losing a chunk of their existing audience, so there's no real reason for them to do that instead of rebranding if they have the choice.

This poster also stated that contracts didn't start until debut date, which can explain a bit about past talents.
Tsunderia management didn't get their first, second, or even third picks to fill out the gen. Due to this it has dropped from a five to a three person gen. They should have debuted by now, however getting art and models done took too long and now they've missed the window.
