Basically they probably took what they learned from Error and HoloEarth thus far and just made a super basic multiplayer "game" in Unity with some environments they can walk around and play in.
Would be neat if some of the talents figure out some fun things to do with this. Given it's likely Cover's own sandbox, they could probably request stuff be added. Would be especially nice if they let talents try to make their own things if they wanted to, but I could see them just saying の to that.

Suisei's default walk animation is distractingly hot.

Basically yes. It's not that hard to do, unless you want to do large scale collabs or stuff where the asynchronous nature of multiplayer becomes a problem.
I'd love to see some physics on top of the skeleton so that clipping is prevented like in some modern VR games, but that would be fairly tough to do and comes with other problems
