What metric are you saying she is more popular because she is getting about the same amount as views she always gets? Other than the recent sponsored stream, she's been sub 100k on every stream until Holotalk with Pekora (even that's pretty low given how popular the rabbit is) after over 3 weeks. With how little the others stream, they really have two options:
- Clip Kiara
- Dip into old stuff and hope there is something there that hasn't been clip spammed already.

As for your points, I'll go over them:
- Ina news. What news? There is no news on the Ina front, she's completely radio silent even towards most of her gen as confirmed by both Gura, Mori, and yes, even Kiara to a degree with her "I haven't heard from her in a while."
- Kiara shilling a cash grab game where Ina did a few voice lines also isn't news.
- New Costume for who? I get Kiara is known for being spoiler with her loose lips, but she didn't ANNOUNCE anyone's outfit.
- Off-colab talk, again, even if she is telling stories that's only because there is literally no one else really streaming to tell stories.
- JP news, again, her loose lips talking about Japan travel are semi-meaningless. We know they're going to Japan and we know they're going to be in Holofes. This isn't exactly new news. Likewise, her personal trip there for 3-4 weeks isn't exciting to anyone that isn't a fan of hers.

The only point I can actually give you is on the advent calendar with her trying to put something together for the dying branch that is Hololive EN. That said, we don't know if there is anything else going on (Gura seemed to have hinted that yes there is) so I reserve the right to revoke this point as "the only thing of not this month."

She definitely hasn't been a pseudo-manager, she's been doing things she wants to do and gossiping.
