On top of what others said, I think there are additional factors:
- Vox's sultry voice/asmr having appealing across language barriers
- design is has a lot of elements popular in CN culture
- he can do stuff that CN vtubers can't or won't
And the things that make him appeal to EN speakers apply to CN too: male entertainers don't want to be seen as pandering to female interests, and Vox does that unashamedly. There was an empty niche in CN that he filled.
