In theory, is the beginning of your story (or the scenes you write first) always going to be more refined than the rest of the story because you've read over them more? Or am I the only one who rereads and edits my entire story after writing a thousand words?

In theory the scenes that look the best will be the scenes you look over the most. Not everyone edits the work as a whole since a lot of the people here are series writers that put things out 'serially' and thus move on to the next part after having something presentable, which for fanfiction naturally causes the later releases to be the ones that have more polish since authors get more experience as they work.

Thanks dude, that means a lot. I like writing Polka a lot since clown magic has so many possibilities and her personality in general makes it fun to write her interactions. I'm still working through what punctuation works best with my style. When I was starting this and refreshing myself on ways to punctuate the dialogue I read in a few places that the "You" is actually lower case following the spoken speech. It could also be one of those things where both might be right. I'll keep working on making the punctuation better as I keep writing and I hope you'll enjoy the next part that's coming. There's a few characters coming that I'm extra looking forward to writing

Depends on the context for the rest of your fic, honestly. If the rest of your fic is in the similar present tense, then yes, that's how it works. If you're using past tense the whole time, though, and suddenly switch use present tense "yawn", then you've got a problem.

Started putting together the first chapter of "The Hangover Rushia Edition" (purely working title, as the hangover part is more the inciting incident and not supposed to go entirely like the movies), but getting all the background work for the rest of the plot in is taking a while. Still, it's fun trying to piece together the flow of the plot and characterization beats.
