I've tried to keep it to just a paragraph. Don't worry about getting too overly detailed either, let your reader form an image of their own that will at least be close enough. As far as narration goes, you can try to bring it up naturally if you are seeing the clothes for the first time or actually just paying attention.

She had changed into her piloting suit, a tight fitting outfit sticking to her skin in all the right places. The purple highlights on the suit drawing your eyes to your girlfriends generous proportions. The cherry on top being her visor's lack of tint giving you your first good look at her face in hours.
You could see why Aqua wanted to suprise you with this. She had brought the suit and the staff uniforms from the office a day before, but on the way up here she'd already disguised herself in the bulk of the uniform. You didn't think to question it at the time but seeing it here and now. It was quite a reveal
My main problem is that having a picture in the middle of the narrative would kind of break the flow due to having a big honking picture in between words.
I guess it would work, well if I had a picture to go with it.

The way I tend to describe clothes/outfits etc., is to add tidbits of information as the narrator's "eyes" focus on specific parts, and add the relevant details as it goes along. To basically do an infodump of what the outfit looks like definitely breaks the flow of things; typically your eyes can't view/recall all details of what you see with your peripheral, so taking it one section at a time is what feels most natural.

You could try something like:
"The fabric hugs her squishy thighs tightly enough that they leave nothing to the imagination, with horizontal stripes of purple material accenting their shape. Another few wrap around Aqua's tout stomach and thin waist, whereas a rectangular box of the same material draws your attention to her chest as it perfectly frames her large breasts, almost as if the original uniform needed to be customized just to keep her proportions happy..."

Might be excessive, but that's what I mean.

This is a strange one. For a less subjective critique, I'll say that the prose in the first paragraph is terrible. Clunky sentences trying to pack too much in while using bizarre descriptors. What makes it odd is that every paragraph after is written normally with a natural flow. An easy fix.
More subjectively, I'll say that it made me feel awkward to read it. It felt less like I was reading a story intended for an audience and more like some poor delivery man's fantasy. But I suppose that might have an audience.

Goddamn, this is the best fucking follow up chapter to an already strong start.
Your dialogue, worldbuilding, and action are fucking top notch. In particular I love that it flows really well from scene to scene. The only thing it really needs is a double check for typos.
As for the direction the chapter went, I like it. Didn't expect to get more of an 'establishing' chapter since I thought the first chapter established the concept enough but if you're committed to see this through to the long run there's nothing wrong in having a more solid foundation for the fic to stand on.

In theory, you could have separated them into different 'sprees' but that's not going to work if you want to keep each killing shown to be part of advancing the plot. Newfag question: If I have a partial story that already got archived (as a pastebin) and I want to continue it, how should I proceed? Make a new paste that's only the new content and label it "pt. 2" or something and link that? Edit the original paste with the new content, and then link it again when I'm done? Make a new paste that includes both the original and the continuation as one story, and ask the people who run the archive to take down the original-only paste?

Maybe I'm overthinking this, I just want to end up with whatever's the most convenient format for future readers. Right now I'm leaning towards just adding onto the end of the original even if that means potential visitors could see unfinished content over the coming days.

Is probably the best option since it avoids the problem you yourself stated of an incomplete work being seen but... You should really be writing this on Google docs or on your own machine. Writing straight to browser on pastebin puts you at risk of losing your work if the page crashes for any reason, not to mention the censorship issue.
It's best to write on your favorite text processor and just upload it to any of the sites reccomended in the archive page.

Finally finished it and I liked it enough. The fight scenes felt good to read, Anon's "voice" was unique and didn't feel generic, the dialogue was snappy, the direction the story's going was interesting, and the mystery was compelling. But despite all that it still feels... empty? Like I was reading a chapter 1.5 instead of a chapter 2. The story set up a lot of stuff and introduced a couple new characters and plot points but it felt like it barely moved from where chapter 1 ended even though a ton of stuff happened. If this was a regular novel it would be fine, I would just read the next part and move on and might even love all the foreshadowing in this chapter, so it's not really fair to give you this type of criticism.
The Kson stuff is really interesting and I love how you incorporated all of her "personas" into the story.
The worldbuilding is also surprising. I know you were inspired by Hotline Miami but I didn't expect you to go all out and have the world be this shit cause of a goddamn war that happened.
Finally the Matsuri thing was kinda obvious in hindsight. I didn't expect it but at the same time, I'm not surprised that you went there.

Well shit, while in hindsight I agree it was cringe as fuck, I didn't think it would still be talked about over a year later. My main reasoning behind making Anon so 'perfect' was because I thought if anyone were to make the Miko of that story straight, it'd have to be the perfect, flawless guy that isn't bothered by her insults and someone she owes a debt to, otherwise she wouldn't give him the time of day.
Yeah, it sounded better in my head, and obviously just made me look cringe. I get it, I've learnt from my mistake. I was thinking of leaving Miss Sakura to rot but since it keeps getting brought up I might rework it from scratch to make it more tolerable if I find myself with some spare time.
