Why EN is suffering? because primetime holoEN isn't as developed as primetime holoJP. It doesn't help that holoEN don't really stream a lot and if they do, half of the talent provide little aggregate value in those streams so only hardcore fans end up tuning in regularly. As a result, they are giving their competition way too many opportunities.
Still, holopro still dominates the clean politics-free entertainment genre (with some fanservice here and there). I don't see anyone going against them in the same genre, so I'm sure they'll fine in the long term.

The most popular JP Holos got in on the vtuber boom, and are smart enough to carve out a strong brand and a loyal audience from it. To the point that they can literally just not stream for months and still retain a good part of their fanbase.
You can see this with Gen 6, who didn't have the same vtuber boom to build up their reputation. None of them have the same audience as their more established senpais. Even cunning HoloXs like Chloe, who could reach Ayame's level in earlier gens, are still kinda stagnating right now.
There's still opportunities now, but you kinda have to find a untapped niche for yourself to start the building process. Just going generic vtuber stuff isn't going to cut it anymore. Examples of this are stuff like Vox with the fujoshis or Salome finding the untapped ojou market in japan. After that, you need to be charismatic enough to drill your brand into your audience so that they are watching you for YOU, not just your content.
