#Warg

##Description

The Warg is a vaguely humanoid creature, exhibiting both canine and rodent characteristics. Members varies between 1.5m and 2.3m in length, and contrary to their emaciated appearance, can exhibit great speed and strength.
They stand on long, digitigrade legs, and can move either on all fours or upright. Both their legs and arms end in long, sharp retractable nails.
The head varies from member to member, and can resemble more a human's, or elongates into a canine or rodent like snout, which contains rows of uneven, sharp canines and strong pre-molars for crushing.
Their skin can range from pale, brown to dark grey. There's little hair on their leathery skin, except on their backs, which are usually covered in patchy fur.
Eyes are usually deep dark but seems to commonly develop severe cataracts, and they exhibit aversion to bright lights.
Wargs universally have a larger nasal cavity compared to other animals of a similar size and produce much mucus.

##Behavior

Nocturnal creatures, Warg packs, consisting of 4-6 members, often feed on corpses, and often approach human settlement in search of graveyards though food scraps are also welcomed for these omnivores. Reports also suggest them are common at the sites of recent battles.
They also exhibit oppotuistic hunting behavior aside from foraging, though dissections and observations note that they perfers flesh over plant or fungi.
Mostly hunts smaller animals but the young of larger animals like deers are ocassional targets. Though they often are much more aggressive near herds of domesticated animals. Whether it is a learnt behavoir, innate or otherwise remains to be further investigated.
While lone members will exhibit timid behavior if spotted, packs have been reported to act aggressively, even to larger groups.
When they detect a buried corpse, the pack will exhibit unusual cooperation, with designated lookouts and diggers. Once unearthed, however, that cooperation will fall apart, as the entire pack will start fighting over the rotting parts. Once the meal is split, they will generally retreat back to a safe spot, usually a nearby forest or marshes.
Rarely roar or howl, these creatures have a low growl, but when they are fighting for food their screams are usually described as ghastly.

##Origin

While many theories have arisen over time, trying to connect Warg to existing species, the prevailing theory nowadays is that they are a result of an unnatural mutation of the /rrat/ schizos that have been exposed to large quantities of /who/ chuubanite. Folk tales, wild speculations and rumors contributed to some amounts of border tension on some remote regions of the mutual border.

Been working on the nasfaqg economy rentry and our cuisine seems to be evolving into some sort of a mixture of italian-french and SEA, with a pinch of japanese and british thrown in.

So after taking into account new information given by the Deadbeat, Founder, and PG, the following changes have been made into the (Flesh&Bone) story proposal.
>Primary Motive
The primary motive of the story is 'icebreaking'. It has been a couple years since the forced truce between /meat/ and /morig/. So no immediate alliance or trade deals.
A military exercise is just that. Like the Deadbeat said, both sides have been annually pointing swords and guns at each other. This time they get to do it again for non-militant reasons. Just two sides venting off pressure through less malicious means.
>Low Level Interaction
Instead of the proposal being made by the ministers of /meat/ and /morig/, this diplomacy event will be on a lower federal/provincial level. Right now it's between the province of Gehenna and the state of Matiriki.
For the Deadbeat side, Gehenna is where Infinitum has their embassy and by proxie friendly Meathead interactions.

Some wanted it to be similar to the UN (and we saw how much of a mess that turned out)

My proposal was that it was founded by adventurers who travelled the globe to dispel Containment and promote /unity/. Perhaps leading up to the same system as you suggested.

Sorry if this appears out of the blue, but I need to be honest with several things.

First, after thinking more and more, I feel totally shoehorned into this "Pact of the Stars" by the Hoomen and Retro. I cannot reconcile the thought of joining such an alliance unless Retro were to be fine being the second-rate naval power in the Kizuna Ocean, something which from what I know based on his thoughts about his own navy, is not something he can accept. That's fine, He doesn't need to be a second-rate power to anyone; but to assume my nation would accept this would be us admitting we are weak and its dishonorable. Retro, in this case, I can understand mostly but I wish he would have tried to understand my national perspective as I try to understand his.

But for me, I feel like it is the Hoomen who are the driving force behind this whole agreement that makes no difference to us, and furthermore, other things that quite honestly makes me feel like they see us as a lesser partner in this alliance to them. Beyond the ideological problems of my nation essentially being the odd one in the alliance, there is no benefit to me at all, and I think that little care has been given to how I feel about things overall. For example with the steam ships; you guys pretty much want to screw me out of that because its your project. That's fine, and all, except you guys want me to share my shipbuilding and shell knowledge with you for nothing. Why should I? Next you will tell me you plan on buying a ton of merchant ships from me to create your own merchant fleet to essentially screw me over long term since you wouldn't need to rely on me.

Why is it that this whole alliance with you feels one sided in your favor, like me during that one example sending some bloke to get killed because you needed blood (never happened but still)? Not to mention suggesting to me that you with your ironclads that you somehow made would trap my fleet, the fleet of your ally mind you! You guys really don't think of my side in your dealings at all, and quite honestly, its annoying to me since I have made what my nation stands for clear and you guys are content with treating your longest and most historical ally as if they are nothing but a tool for you to use. Show my nation some respect, because this alliance is a farce if you cannot do it. I agreed to the terms of old rep because I was trying to adapt to you guys, why can't you show my the same? I am supposed to be this proud nation, but you force me into deals that do not benefit me, or pretty much undermine whatever advantage I am supposed to bring to this alliance. While I don't think you're being screwed out of anything, as that one example did involve that one bloke bombing our port (which ended up not happening), for the steam ship experiments, I've already stated why I think it'd remain in solely national hands for a while, as they'd remain in secrecy until they are at least functional enough to be shown to allies.
If it feels one sided, I'd say it is probably due to having us be the middle man in the diplomatic dealings and the fact that we haven't had much chance to show the benefits to Hoshiyomia in stories and direct lore posts, such as the economic relationship that would in theory allow Hoshiyomia to diversify their economy and the advantages Hoshiyomia gets from being able to use our ports as military bases, and the fact that the southern and eastern frontier of Hoshiyomia is too peaceful to have significant military aid from us to you (for now).

If there is a way to have Hoshiyomia get more benefits, it would be by increasing the economic dealings that exist between this "Alliance", and being able to switch this alliance into a less restrictive "Diplomatic Peace Pact" of sorts that doesn't require military commitment to each other.

I don't think the diplomatic relations between the three after the Phase War (i.e. ~1130 VTE) would be that of an alliance. Months before when I suggested /vrt/ and /who/ should have some sort of defensive pact is because it's one of the biggest trade partner for the Republic, and they wish to leverage this relationship to a more strategic one in order to further established the foundation in the region so there won't be any trade disruptions as the Republic slowly becoming more and more reliant on export to grow its economy. The Phase War would make it even more urgent because there's a need to both reduce the friction between /vrt and Hoshiyomi, a partner and long term ally and to also hedge against possible increasing /2434/ influence in the area. The Phase War is also a pretty big scaled war, probably comparable to the Seven Years War, which is enough reason to alarm the Republic's intellectuals and officials to get off their butts and prevent another one from happening again. And by being the bridge and mutual link it hopes to make war between the two and in the region less likely to happen.
It would be more like a defensive alliance between the three linked by defensive pacts horizontally, and non-aggression pacts between all parties(signed and happening over the decades). The intention is to ease conflict and build better relations but Hoshiyomi is free to keep a healthy distance from /vrt/.

You might be misunderstanding the timeline a bit. In around Mid to Late May I wrote about the steamships in a story and it's been left there pretty much ever since without me developing them in the form of archived lore/story. In its original form it never had any involvement from Hosiyomi not least because it's way before you joined after the original Hoshi rep left. I raised that proposal because someone suggested it and I thought it'd be neat. However the rep does not agree and I don't see much reason to push for it. Realistically the project might have some Hoshiyomi involvement from a ship designer being hired for the project, which I think the rep suggested. But it really depends on how much control you have over your people. It's not uncommon for expatriates and such to join other armed forces over being commissioned for their skills. It's the hiring of an individual and not enlisting the help of an ally. But I personally don't think that is strictly necessary because just from passive sharing of knowledge prior to everything the Republic likely has the capacity to do it themselves too. But the fact that civilians and uh foreigners knows about it(from that one story 3beat wrote that afaik was never archived) yeah it conflicts with what the rep said as it being a secret. But there are other ways to explain why the MS did not consider steamships, like tradition and leadership preferences. They could be hostile to anything that's considered revolutionary as their culture makes them bet against it, and the leadership, say a faction of powerful admirals simply being opposed to change is an explanation too.

Err... Well the state itself does not have a big merchant fleet, however, the many civilian companies within it (probbaly) do. And the most major source of them would be Hoshiyomia. I still need to read more about it but just by having its own merchant fleet I don't see it as screwing over Hoshiyomia. However I do plan on the Republic being solely reliant on the principality during it's Founding War.

Here are some modifications that can be made for more in-universe acceptance.

Above all, the Infinitum navy and ambassador will be present as the neutral mediator and tard-wrangler. Both nations know not to upset their mutual ally.

1. The exercise will take place off the coast of Gehenna and the Infinitum controlled region of the Risu coastline. Executing it in mutual ally territory will mitigate both homeland advantage and ensure that Infinitum can carry out their mediation.

2. /meat/ ships are not allowed to port directly at Gehenna for precautionary and political reasons to surpress native suspicions of raids. In exchange, and show of gratitude, /meat/ will fund the construction of, laboured by Deadbeats, a floating harbor/Mulberry harbor several meters off the coast of Gehenna.

3. No live armaments and lethal melee weapons will be used in the exercise. Training standard powdered dyes will be used instead. Ships and sailors are allowed to fire compacted powdered dyes on opposing vessels to mimic naval combat. No harm shall be made... except for the colours of our hulls. Sailors are not allowed to wield swords/axes/polearms/etc. They will be substituted with wooden staves. If any sailor were to spar in close combat, the objective is harmless disarmament. Not literal dis-arm.

4. Both sides can only deploy a set limited amount of enhanced personnels. For each side, a limit of two chuubanite modified individuals, or one catalognaut. Attempts to deploy enhanced personnels above the set limit is considered an attempted escalation.

As for the story writing itself, it shall be a
- Round robin styled narrative
- On a shared rentry
- Alternating between two authors
This willl ease up waiting time between parties and allow either side to easily correct lore mistakes that the other does not know of.
