That's a small part of a larger problem, if one considers Gura not getting more stuff a problem. She only wanted ears and likely didn't specify anything else.
Otherwise everything works. There's no denying there's scuff with the rigging (and the rigger and managers should have spotted it and had it be fixed or delayed) but if that's really the biggest issue and the model is otherwise usable and shows the new look, that's a lot better than some other things that could have been fucked up. Gura can still use it and have fun.

Here's a rrat, cover and Gura got the rigged model and noticed that it had all of these fuckups, but didn't have enough time to hire a new rigger before she had to debut. They have a new rigging coming soon, but Gura decided to continue on so the rest of the EN girls could have their outfit reveals as planned instead of having them all delay for her.
