Some of it is a skill issue (See: Gura vs anyone else in EN vtubing).
Others are the heavier competition because Twitch streamers have been streaming for much longer on a competing platform, so the potential stream-watching audience is split across different platforms to a much bigger degree than Japan, in which many of the NNDogshit users moved over to Youtube first, with really only a robust FPS scene popping up on Twitch.
Third, Anime aesthetic. Anime is still niche and consumed primarily by weebs, and SO LONG AS ANIME/MANGA are viewed as 'cringe', vtubers by default will be viewed as cringe as well.
