Well for one some people are uncomfortable with collabing in general, others just might not want to collab with guys in the first place simply because they don't want to, some even respect and like the fanbase they cultivated themselves and stick to whatever shtick they are going with, for example an active GFE chuuba probably won't want to collab or interact with guys on stream or if they do and their fanbase gets agitated they stop because they want to keep the audience, not saying the girls mentioned are GFE but it's just a good example. The thing is you can avoid it if you want with Hololive that is the appeal. Some people are fine or even enjoy male collabs that is fine nothing wrong with it. But some girls Gura, Fauna, and IRyS have no interest in collabs with Males this is also fine.

The issue is fans demanding the Holos bend to their whims. Fubuki crossed the male line a long time ago and in doing so made it clear that if the Holos wanted to they could collab with the males. Then when Holos like Noel were asked they could but she chose not to and many in JP follow that.

This is the thing the holos have made clear for a while. They do not give into the fans whining one way or another. Cover has made it clear they do not give into fan demands many times over.
