A) Standardisation of production: There's so many fucking Niji V-Tubers that trying to be flashy with merch would make any possible delays a logistical Hellscape.
B) It looks better to investors that you're able to produce so much with a strong turnover.

Regarding (A), Nijisanji does allow individuals to make their own merch ideas but I don't think most want to bother. LazuLight got T-shirts and whatnot for their anniversary, Obsydia got clothes and shot glasses. The livers don't get to choose that merch. Management basically just tells them "hey can you draw something and submit it by this due date" and then they plaster it on whatever they have planned without telling them what it'll be.
