If you are looking at social blade the second to last big bump was due to YouTube changing what is considered a "bot" account which increased her subscriber count. It's very basic. If someone talks in the chat they are considered a chatter for that stream. If that username has chatted in a previous stream they are considered returning and if they haven't it is considered new. Obviously this is flawed in that people can change their usernames, but at the rate that happens it shouldn't really effect the data that much.

I think some of this is due to her streaming with a low bitrate. Her last stream was using 1540 kb/s and youtube recommends 1500-4000 for 720p. You could also be right though in that it has to do with the her computer being too weak to handle higher quality encoding settings.
