Idk about the school setting but people from different orgs call older debuts "senpai" all the time. The 2018/2019 ones tend to be called 大先輩 by vtubers outside their group. Senpai doesn't need to mean upper batchmate in your organization, it can also be used to respect and acknowledge someone who's in the same field as you but longer.
