To my recollection almost all holo shirts are this "freesize" deal. The only individual chuuba example that comes to mind that had 2 sizes was Gura's first merch set. Collab stuff like the race queen and v-carnival things had other sizes though.
So, unfortunately the standard for hololive only goods. Though I suppose simplifying shit makes it cheaper to deal with in the end with less hassle, and since the girls themselves are paying the costs of production, logistics and distribution I can see why managers would steer them in that direction.
Would be nice though if JP could organize something more permanent with multi sizes somewhere like how EN did with omocat.
