According to the fantasy map, that color corresponds to at least 600 feet elevation, so that's an extremely steep canal, but not impossible. There are some canals with over 550 ft of elevation change, though they tended to be much longer. All the locks might be a bit expensive.

You can definitely have rivers flowing into port cities on your coast, it's just unlikely that the river's source would be at the rrat mountains. Do you have lore that specifies the port's rivers flow from the rrat icecaps? The country's topology would have to be adjusted to do that, but it's probably doable, just a bit of work.
Basically, instead of having that ridge going through the center of the country, you'd want to have a valley there instead, with two ridges on the /uuu/ and hoshiyomia borders.
Looking at pic rel, the valley would be in the blue, and the more elevated parts are highlighted yellow. If you really want a river flowing from the /rrat/ mountains, that would make it possible.

No, but that's just how I assumed it. Since in my mind Himalayas-like mountain + highland = Yellow/Yangtze River. But I think the heightmap in that specific map generator just describes the general height of the area. So maybe that strip of yellow itself is or has a valley. Or I'm just coping.
Just having it like this would still probably work because the capital would be still connected to the ports by waterway. The sort of economy we assumed is that Iron and other minerals are mined and fined in the East and it gets brought down West to be manufactured into actual goods and sold to other countries. There are no specific mention of the flow of river or other geographical features other than vague descriptions like "highland" or "hilly".

If you look at a heightmap of China, the Yangtze river (roughly scribbled in red) does roughly stick to the lowlands. The reason for that is that as large river flows, they erode the terrain. On geological timescales, a large river flowing through highlands soon creates its own valley. In /who/'s case, having those valleys closer to the /rrat/ mountains would divert the water flowing from them into those lowlands, they wouldn't have a tendency to go on to flow through that strip of highlands.
But, I think you can definitely have rivers flowing down from those western highlands down to port cities, and then materials from the mountains can be moved to the coast through conventional means, water ways at times, carts at others, there isn't necessarily a need for a single continuous waterway to do that. I would say you're fine as is.

In many ways, it has become the opposite of the Eastern Fleet for this reason, as it has always seen it's as the scrappy underdog. Even though it's been 50 years since the Fleet finally crushed its biggest enemy, the traditional spirit of innovation, and audaciousness has become a staple in the teaching in their naval academy. While the East will remain the better trained of the two for years to come, the West is catching up fast and with Suzuhara booming, it could very well within the next decade or two become the dominant of the two fleets, in size, innovation and training. They will never perfect the coordination of the East but the innovativeness in the end will likely triumph.
