What EN never got that both JP and ID did was that after you get the basics hammered down you can then build cool shit/monuments and such. There are a couple things here and there (the portal spawn is pretty cool) but there haven't really been big projects just to have a big project there, not lately at least. They could've had management run a server but opted not to because management are unreliable. For example getting people whitelisted for collabs with JP or KR becomes a massive pain in the ass if you have to run it through management who have to run it to the staff member who handles the server and hoping everyone involved didn't clock off for the day. This is doubly true for things like major updates where you have to wait weeks for lazy managers to update the server, something Holofags have had to deal with many times.

KR, ID, and JP servers were all made by livers and handed off to management later when they stopped caring.
