Depends on what parts you go to. LA has a lot of really awful places and transit is miserable. Even at it's lowest I don't think it's the worst place I've seen in the US. San Francisco is probably one of the nicer major cities in the US, with most of the bad bits being swept into one area.

It's anecdotal, but whenever I was in Paris and there was someplace a mile or two away it was just "lets just walk but keep an eye pick-pockets or bag snatchers they like to pick on tourists like you." When I was in LA it was "I know it's only a mile away but to get there we'd go down X street and they will mugg you or worse so we should catch an uber." Maybe it was just because LA is more spread out because no one would suggest walking through the banlieues, but for a tourist just going from one place to vaguely nearby restaurant the scale of threat was just that much different.
