If you were able to think for 5 seconds you would see why that will never happen. Including the Stars in HoloFes mean doing a concert with 60+ performers, and just 2 days won't be enough to give everyone their time to shine. The amount of numbers each girl has on HoloFes is already extremely limited to 1 solo and 1 group performance, if the Stars were included Cover would be forced to rent the venues for way longer time because I guarantee you the actual paying fans who go to these evens won't fucking cash out for 1 number for each member/unit, not to mention that a lot of them wouldn't even go in the first place if it was padded with members they didn't care about. The most that could happen is a third annual concert that would be Holopro focused, with HoloFes and the Acts being their own separate things.

Oh, and I forgot to add: there's no way in hell the Stars would sing any of the big Hololive songs like Shiny Smily Story or Kirameki Rider, and the same for Hololive singing Just Follow Stars or Journey to Find Stars. They would need a new group original and a bunch of the HoloJP girls and the StarsJP would be against it. I know that fearmongering and rrats are the only things that keeps you interested in this but the idea that HoloFes will become a co-ed event is insane to say the least.

If both Hololive and Stars performed on the same day it would be dumb to give each group their own opening and closing numbers since, as I already mentioned, it would limit even harder the amount of solo performances each of them would have.
