Peko clearly wanted to face everyone with Koyo but Koyo was either too dumb to pick up the note or just didn't have the inventory space or something.

She literally tried giving her a note warning of the betrayal as they set out with Suisei team on horseback to Polka's team. However Koyo's inventory was full and she couldn't get the note (she also said out loud that the thing Pekora dropped to her was a note which raised eyebrows amongst the group but Pekora downplayed it). The time to strike was once they had huddled after killing Luna so it was just a very unfortunate circumstance for Pekoyo. The thing that was so fucking kino was Koyori happening on the note in the ruins of Impel Down. Whilst everyone is C4ing the base in search of the TC, Koyori goes down to 1hp and starts looking for food/syringes and in the very first loot she opens is the note which she even tries to throw back but misses the click.
