I think it is her pretty clearly, it's just she didn't at all have a repeat of Gura's success. Some people attributed Gura's growth to almost 1m pre-existing subs but that doesn't explain how she got to 4m from there, and HER being at about the same starting point yet still not hitting a mil even a year later is indicative of ... things, on either her end, Council's end, EN vtubing in general etc.

I think it's mostly Mumei herself, Gura took off like wildfire because it was a peculiarly-good match of not just a voice but the attitude/mannerisms to that model which was really unexpected, and after like a month-ish she broke out out of her shell to become legit generally the most-entertaining HoloEN with her strange stories and light playful personality.
