They've been trying their best, but have always lacked a clear gen leader with an iconic presence who could hook people in and bring attention to the rest. Releasing 4-person gens does tend to have poor results.

Not sure if you're new or purposefully memoryholing, but ya its kind of telling compared to the other Gen departures how much 4's loss left a giant hole in their lineup. Nothing against the others who have departed Hololive for a variety of reasons but they didn't carry the Gen like 4's did.

Let's be real though, Coco came out of the gates swinging and for her first few months rocketed up to the top of not just her Gen but all of Hololive in terms of numbers. By comparison you had Luna whose character never took off beyond a narrow niche, Towa who nearly imploded completely at the start due to a yabe and survived while losing ~30-40% of her audience, Watame wallowed in self doubt while trying to reach for mid tier and Kanata relied on her interactions with Coco to make more of a presence for herself. You may not like the reality but its undeniable that Coco left her mark on her Gen and without her they wouldn't nave made nearly anywhere as much impact as they have otherwise.

To this day, despite Azki finally joining Hololive, Gen 0 still hasn't developed a proper gen dynamic. It's because the number 4 is cursed. Gen 3 and Tempus forge bonds which could overcome that curse, but it was still an uphill battle. Once the curse progresses beyond a certain point, nothing short of a miracle can save a gen.
