I think it's simply difficult to get 9 or 10 people to clear their schedule for the same timeslot, and there is only so often you can get that many people who also enjoy the game that often.

it's probably the reason, but note that this is because they suck at scheduling and planning stuff, not because they're super busy. Plenty of people with less free time / more obligations manage to organize online party games and it's not even their job to do so. Cover needs to get some staff to act as a middle-man if they want anything to happen.
Seeing that a lot of vtubers have the tendency to cancel streams or take days off with the slightest inconvenience as an excuse, I'm tending to think they're just lazy.
