Seems like Shondo has a lot going on right now. She just tweeted she bought a new PC in prep for the subathon. I imagine setting that up, even if she moves her files over, will take time as well. Recently bought a new PC myself and even with file transfer setting up all of my programs and installing games took a lot of time, I imagine even moreso as a streamer/content creator
I think the incline came at a great time given the upcoming subathon, naturally streaming 24h a day brings incline so I can see her growing even more through that. The only drawback is like you said she's obviously dealing with a lot by herself and without any sort of manager. I hope she's right and she can handle all of this.

I just change my router's MAC address since it lets me, and then power cycle my modem. When it's back on it doesn't recognize the MAC address of the router so it just gives me a new IP.
The ipconfig /release thing only slightly makes sense in very niche scenarios which I think you fall under. The whole purpose of /release command is to end your DHCP lease earlier than whatever timer the DHCP Server set your Dynamic IP to. You're leased a Dynamic IP with a timer so it can cycle in and out inactive/active devices. You'd then do the /renew command to ask your DHCP server for a new IP address. Usually if you have a modem and router, doing this in Command Prompt on Windows would only give you a new LAN IP (i.e. 192.168.x.x / 10.x.x.x) where it won't do jack shit to evade because you'd still have the same WAN IP, but if for whatever reason you're plugged into the modem directly (or if your router is really weird) then doing this would ask your ISP to give you a new WAN IP, thus allowing you to evade. If your situation is the latter then most likely restarting is fine because Windows is stupid sometimes and doesn't care if it has a new IP.
Definitely gotta clear cookies before you start posting after getting a new IP though or you'll just get banned again

because there's a reason why any of this works and it completely varies depending on your ISP, how they distribute IPs, and your networking hardware where for one person power cycling your modem works, others unplugging your modem and leaving it unplugged for 5-30 minutes works, others unplugging it and leaving it unplugged overnight, others changing the MAC address to force an IP change, or others being shit out of luck because they got a static IP
