If I want the best chance of my oshi seeing my fanart when should I post it? A few hours before her stream? Immediately after? Should I refresh her likes when I think she might be waking up and post it as soon as I see her like something?

First, review the times of day she makes posts on social media and plot the trend to learn her daily sleeping schedule; keep in mind any rest days that may follow a different pattern, just like you go to sleep and wake up at different times on a weekend compared to during the week
Second, take your fanart and get it professionally printed on a physical medium; consider getting a glossy print framed in glass or do a canvas print depending on the art style of the piece. This is mostly personal preference so used your best judgement here. Be willing to spend a few bucks, don't cheap out or it will ruin the whole thing.
Third—and this is important—wait until about an hour before you think she's going to wake up, then break into her apartment and overtake her, tying her up to a chair and gagging her; once she's subdued you can present your work in high quality and really emphasize the minor details to her, making it stand out and stick in her memory.

If your art sucks, why bother? If your art is as good as or better than hers, you may be seen as a rival. In other words, you literally can't win...at least not by sucking up to an artist. Instead, you have to mog the shit out of her, have enough confidence in your work that you don't need her approval, go viral, and wait her to be socially pressured to like your work.
